Which ECM tool would you recommend to archive, share and protect R&D knowledge assets (e.g. technical reports)?

Have you looked into Adobe Experience Manager Assets (DAM)? I know many are using it for document management as well.

There are plenty of sophisticated platforms that provide ECM capabilities like OpenText (xECM, Content Server, Documentum), Hyland (Nuxeo, Alfresco, OnBase), Microsoft SharePoint (best suited for collaboration), IBM Filenet. 
All of them offer sophisticated information/document lifecycle management. I would focus on what regulatory requirements does your organization need to comply? How the documents will be ingested, retrieved, and retained? What is the cloud strategy SaaS or self hosting you would need? Business process management need?

Each platform has their highs and lows. Also consider the costs of storage based on volume and data that will be stored.

I have experience with most of them and have seen complex implementations across the board.
