Jay Phipps is a Senior Director in the Government and Education team focusing on strategies for U.S. Federal CIOs with more detailed specialization in the Defense and Intelligence sector. Dr. Phipps covers Information Technology and Information Security topics that include governance, strategy, planning, agile methodologies, and security compliance.
Dr. Phipps recently retired as a career senior executive with the US government with over 30 years of progressive technology management experience serving the Department of Defense and Intelligence Community. Dr. Phipps was recently the Chief of Operations and Engineering, for the Defense Intelligence Agency overseeing planning, maintenance, and operations of the Department of Defense Intelligence Information Systems (DoDIIS) infrastructure. Dr. Phipps has 41 years of government experience both in and out of uniform.
In addition to his extensive work within the US Government, Dr. Phipps has extensive experience with European partners, including those within the Five Eyes intelligence community and NATO. Dr. Phipps has a detailed understanding of multilateral and bilateral networks as well as information sharing. In his previous role, Dr. Phipps was responsible for the many bilateral networks supporting US and international partners.
