Michael Berkholtz is a Senior Director Analyst in the CIO and Industries Research practice specializing in the U.S. federal government and national defense markets. He has 25 years of experience in government, private industry and non-profits, including working on Capitol Hill, serving on non-profit boards, and as a U.S. presidential appointee. He has over 20 years of federal government experience leading programs, including financial management, emerging technology acquisition, contract management and implementing shared services.
Mr. Berkholtz’s research coverage supports key CIO priorities to enhance agency IT agility and resilience, enable operational excellence and strengthen IT service delivery. This coverage includes shared services, cost optimization, emerging technologies and technology adoption, budget planning, and IT talent and workforce planning.
Prior to joining Gartner, Mr. Berkholtz most recently served as a Senior Technology Manager for the U.S General Services Administration, where he led the organizations’ approach to incorporating emerging technologies, products and vendors relevant to federal-wide IT operations and into GSA’s government-wide IT contracts and shared service delivery. He also led customer engagement and financial strategy for a $700M federal wide human resources management shared service program to support 2.1 million Federal employees. Prior to his role at GSA, he spent more than 20 years in technology deployment, strategic planning, program management and financial management for the Office of Management and Budget, U.S. Small Business Administration and the Missile Defense Agency.
