Many solutions are coming to market that address elements of sovereign strategies, yet Gartner sees increased client interest in achieving economic sovereignty. A key distinction in tech economic sovereignty is the growing emphasis on vendor selection based on where a technology provider is headquartered. Countries can pull forward opportunities by focusing on a few actionable steps:

  • Leverage HQ IT spend: Direct IT investments toward local vendors to build market power and encourage ecosystem growth.

  • Support vendor readiness: Foster the development of viable regional vendors, making it easier for end users to shift spend locally.

  • Invest in innovation: Create a supportive environment for startups and midstage companies, including venture capital, dry powder and targeted funding for AI race startups.

  • Plan for the horizon: Identify insurmountable markets that may require government initiatives beyond commercial power, and set realistic timelines for scaling supply and vendors.

  • Strategically align as blocs: Only the U.S. and China can economically afford to pursue complete AI tech economic sovereignty. However, groups of countries like the EU, can collectively achieve significant levels of sovereignty while other countries will remain opportunistic buyers of AI and tech more broadly.

By taking these steps, countries and regions can accelerate their path to sovereignty and position themselves as leaders in the global AI race.

In the next three years, regions should focus on “doable now” actions, such as:

  • Offering strong value to support enterprise initiatives focused on shifting IT spend to “in region” HQ’d vendors

Some markets may require longer-term development, including government-led initiatives to overcome commercial limitations. For many enterprises, favoring a “locally HQ’d” provider comes with some capability and cost trade-offs. In tech markets where that trade-off is acceptable for the enterprise buyers, this changes the competitive dynamics. But the impact of this will not be across all organizations in a given country or region. Gartner finds from our extensive Enterprise Technology Adoption insights over the past decade that about 35% of organizations have the risk tolerance and business value of IT to truly be on the leading edge of tech adoption.
